Qualification Overview
This qualification reflects the responsibilities of professionals such as builders, site managers, and supervisors working within small to medium-sized construction businesses. These individuals apply their understanding of structural principles, building codes, standards, and legal obligations to projects involving Class 1 and 10 buildings (up to two storeys), as well as Class 2 to 9, Type C constructions.
Their duties typically include planning and managing safe construction activities, preparing and overseeing contracts, and ensuring quality control across building and construction projects.
Building focuses on the actual construction work, whereas Site Management involves coordinating all the external and operational factors that influence construction — including crew management, subcontractor coordination, weather considerations, product compliance, and site logistics.

- Site Supervisor
- Leading Hand
Depending on the selected elective units, graduates will receive one of the following qualification outcomes:
- Certificate IV in Building and Construction (Building)
As required by the Model Code of Practice for Construction Work, all individuals involved in construction must complete a general construction induction training program. This requirement is fulfilled by successfully completing CPCCWHS1001 – Prepare to work safely in the construction industry.

Entry Requirements
Applicants must:
- Be 18 years or older
- Have completed Year 12 or an equivalent qualification
- Have 1–2 years of relevant industry experience or practical skills
Eligible domestic student categories include:
- Australian citizens
- Australian permanent residents
- New Zealand citizens or permanent residents
- Temporary residents (non-student visa holders)
- Individuals holding a partner visa
Students must also:
- Pass a Level 3 Language, Literacy, Numeracy and Digital Literacy (LLND) test
- Hold a valid CPCCWHS1001 – Prepare to work safely in the construction industry competency

Qualification Structure
To attain this qualification, learners must complete 19 units of competency, consisting of:
- 11 core units
- 8 elective units
To qualify for the occupational outcome of Builder, students must complete:
- All elective units from Group A
- Up to two additional electives from Group B or general electives
- One elective unit may be sourced from another accredited training package or course, provided it meets AQF standards and contributes to an industry-relevant outcome
To qualify for the occupational outcome of Site Manager, students must complete:
- All elective units from Group B
- Up to four additional electives from Group A or general electives
- One elective unit may be chosen from another current training package or accredited course, as long as it maintains AQF alignment and supports valid vocational outcomes
